Imperial Command Structure

High Command: This group contains the highest ranked Imperials and those that determine Imperial policy.  At the head of this group is the Lord Admiral.  Directly under him is the Grand Admiral followed by Level 0 officers, High Admirals and Surface Marshals.  Members of Imperial High Command can be recognized by the gold pins present in the top row of their rank badges.  Grand Admirals have three red pins beneath three gold pins while Lord Admirals have four red beneath four gold.

Powers: High Command has supreme rule over the Empire.  Its word is law and is not to be questioned.  High Command often lets subordinates handle internal affairs while they concentrate on external affairs which includes offensive military strategy and relations with worlds which have yet to except the New Order.

Duties: High Command's greatest duty is to keep the Empire united at all times.  As a result, High Command members shall not and will not use there power to benefit their own persons but to make sure the Empire as a whole will remain intact.  High Command has also been given the task of restoring the Empire as the galaxy's sole power.  This means that all the star systems must be returned to Imperial control and the New Republic must be destroyed.

COMPNOR: The inner machine of the Emperor's New Order was the Commission for Preservation of the New Order (COMPNOR) which controlled all of the Empire's inner bureaucracy.  COMPNOR has been reformed since the Battle of Endor so that the political structure has been deferred to the military.  High Command allows COMPNOR to control these tedious matters so that High Command can concentrate on broader goals.

Powers: COMPNOR is responsible for handling domestic sector affairs as well as inter-sector cooperation and trade.  COMPNOR also contains the Imperial Security Bureau (ISB) which is responsible mostly for internal affairs but also assists in intelligence operations.

Duties: COMPNOR must insure that all Imperial controlled systems operate efficiently and that resources are exchanged between sectors for maximum effectiveness.  The ISB must investigate suspicious activity and report such activity to Military Command for appropriate action.

Military Command: Military Command consists of Level 0 through Level 2 officers from each branch of the military.  Similarly to COMPNOR, Military Command was established to control the tedious day-to-day operations of the Imperial war machine, allowing High Command to focus on issuing directives for the military to complete.  Officers within Military Command can be immediately distinguished from other officers of lower rank because gold pins are present along the bottom of the rank badge.  The more gold pins an officers has the higher rank he or she is.

Powers: Military Command can promote officers up to Level 3.  They set military policy and decide the best course of action to take in order to fulfill the objectives of High Command.

Duties: Military Command is responsible for the overall performance of the military.  If the military fails to keep Imperial territory safe or fails to accomplish an objective, they are held responsible for the failure by High Command.

Rank Insignia: Officers of different rank in the Imperial military are distinguished from one another by the rank badges and code cylinders that they wear.  These two methods, when used together allow the Imperial military to create a multitude of various ranks and sub-ranks.

Badges: Imperial officers wear rank badges on the left breast of their uniform or combat gear to identify their rank.  The badges consist of red, blue, and gold squares on a silver backing.  Imperial Navy badges have the upper row in red and the lower row in blue, and Imperial Army badges are reversed having blue squares above the red ones.  When an officer reaches Level 2, entering military command, the lower leftmost square (assuming you are wearing the badge) is replaced by a gold square.  Each additional rank provides another gold pin.  Upon entrance into Imperial High Command, rank badges assume a different structure.  The blue squares become grouped along the rightmost side on both top and bottom rows.  An equal number of gold and red squares fill the left side of the badge, the gold being on the top row and the red on the bottom.

Code Cylinders: In order to distinguish between officers of similar rank, the Imperial Military makes use of rank code cylinders.  Each cylinder is coded for a specific use by a specific rank.  When officers have identical rank badges, the number of rank cylinders worn on the sleeve of a uniform will indicate which officer has more responsibility.
